  • All persons hired into Limited Term (LT) positions will be required to sign a term of employment letter specifying conditions of employment.

  • The ideal candidate has strong organizational, time management, and recordkeeping skills, with experience in right-of-way acquisitions involving private property owners and federal, state, and local agencies.
  • The candidate is skilled in property management, title issue resolution, appraisal review, acquisition negotiations, and providing analysis, recommendations, and solutions.
  • Human Resources will screen applications and supplemental questionnaires.
  • Candidates possessing the strongest skills and experience for this position will be forwarded to the hiring department for further evaluation and to determine who will be invited to the formal interview process.

What you'll bring

  • Concepts, methods and techniques for appraising property and establishing market value; methods and techniques for property recordation and property record search; federal, state and local laws and regulations applicable to land and easement acquisition by public agencies, including condemnation and eminent domain proceedings; basic principles and practices of property and contract law, including detailed legal descriptions; basic terminology, methods and practices of water facilities engineering design, land use planning, land surveying, mapping and construction processes; principles and practices of sound business communications.
  • Process technical data and legal
  • regarding right of way issues; understand and apply federal, state and local laws and regulations applicable to right of way processes; read, interpret and create engineering drawings, sketches and legal descriptions; research and accurately establish property ownership; prepare clear, concise and comprehensive documents and reports; communicate effectively orally and in writing; use tact, discretion and diplomacy in dealing with sensitive situations and concerned property owners; establish and maintain effective working relationships with District managers, staff, consultants, other governmental real estate personnel, property owners and others encountered in the course of work.
  • A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four-year college or university with major course work in business or public administration, engineering or a related field; and two years of increasingly responsible real estate and/or right of way acquisition experience (preferably in a public agency setting); or an equivalent combination of training and experience.
  • Successful completion of one or more courses offered by the International Right of Way Association, leading to certification as a Specialist in one or more of IRWA's Right of Way Disciplines is desired but not required.
